Commissioning services that better the lives of our patients, our staff, partners and our communities is central to our work across the collaborative. Working together to achieve this, we have aligned key programmes and themes of work with our priorities for the next 10-years to provide a consistent framework for investment decisions and service change decisions going forwards.

Each of the priorities we are delivering and supporting is detailed below.

Secure Strategic Priorities

Our priorities for Adult Secure Mental Health Services

We are committed to delivering safe, compassionate and effective secure mental health services that meet the needs of the people in our care, their families and carers, and the communities we serve.

Our work focuses on improving access to the right support, strengthening pathways through secure care, and ensuring services are inclusive, trauma‑informed and designed around individual needs.

We achieve this by working together across the provider collaborative and with our partners across health, social care and the criminal justice system.

Supporting and strengthening our workforce

High‑quality care depends on a skilled, confident and well‑supported workforce.

We are implementing our provider collaborative workforce strategy to build sustainable and resilient staffing across the secure network. This includes investing in training and development, sharing skills and working collaboratively across services, and continually improving staff wellbeing and work experience.

By supporting our teams, and investing in our workforce, we can continue to deliver safe, therapeutic and consistent care across all our secure units.

Improving care for women in secure services

Women in the criminal justice system often face different and more complex challenges.

We are reviewing women’s secure services, aiming to close gaps in care and develop a clear, safe and effective women’s secure treatment pathway. Our ambition is to provide care that is trauma‑informed, responsive to individual needs, and supports recovery. Additionally, this will improve safety and outcomes for women, their families and carers, and the communities they go on to return to.

Meeting the needs of diverse patient groups, including Learning Disability and Autism

People in secure care have a wide and diverse range of needs and experiences.

We are committed to promoting equitable access, care and outcomes for all patients, with a particular focus on people with learning disabilities and autistic people. We aim to improve bed provision, strengthen staff capability and ensure services are inclusive, flexible and responsive to patient needs.

By addressing health inequalities, we want to provide care that better meets the needs of neurodiverse individuals across secure pathways.

Improving transitions, access and decision making

Transitions between services can be challenging and unsettling for people in secure care.

We are working to improve patient flow and continuity by strengthening transitions between forensic, prison and community services. This includes developing more joined‑up, flexible models of care, whilst improving access and decision‑making, and using digital tools where appropriate.

Our focus is on prevention, recovery and ensuring people receive the right support at the right time as they move through services in the least restrictive way.

Supporting physical health and responding to frailty

People in secure services often experience poorer physical health outcomes.

We aim to deliver care that addresses both mental and physical health needs. This includes promoting prevention and healthy lifestyles, identifying and responding to early physical frailty, and making better use of digital tools to support monitoring, self‑management and timely intervention.

By integrating physical and mental healthcare, we aim to improve quality of life and long‑term outcomes for people in secure settings.
